I just had this problem occur. The issue for me is that my firewall has turned back on (Mcaffee) I have two fire walls (mcaffee and webroot) webroot allows me to allow certain scrips to run, but mcaffee does whatvevee tf she wants so it was blocking the sims 4 from running. Once I disabled everything worked perfectly hope this helps someone.
