Have you made sure your monitor isn't set to 30hz and you have Vsync set to that. Make sure the game speed slider is set to 100%. some games are built to be 30fps, others are built for 60fps. check your game speed % to see if your game is running normally, or if you just don't have the power to run it at 60.
I am getting arround 30-40 fps 1080p on yuzu with my i7 8700k + rtx2080 On cemu i played it on 4k 60fps+ ... (with 1080p mod) after proper setup. I decided to play on CEMU which gives 60+ FPS at 1080p. ... BOTW 60 FPS? So I recently decided to try and play Botw on my PC and what I did is I watched BSoD's vids on how to downooad game for Cemu amd the guide for the Cemu 1.15.3 version. I did everything in the video but in the end I am getting around 50-56 fps in-game. I have an i5-8600k GTX 1060 6GB and 8 GB if DDR4 2400MHz RAM.

Just a quick update. Shortly after making it public and people started trying it some systems ended up having a problem with it. #botw_discussion later discovered an extra line from an original internal release was needed to be added for some systems to patches.txt for each game version.
