The drive I had the game and mods originally stored used an exFAT file system instead of the native NTFS file system that Vortex uses, I would check the properties of your drive to see what file system your drive uses.

You can easily drag your mods to disable and save the clean load order. However, note any mods that ask you to place things in your ‘data’ folder do not get disabled as BG3 doesn’t handle loose files.
