To be clear, do you own Beyond Light on the platform on which you were completing the Vex Strike Force? Expansions do not transfer across platforms. Double check your expansion entitlements in Eververse. While a getting a new exotic may not be guaranteed, it is heavily weighted.

If there's a public event in the Incursion Zone, hover your mouse over it and it will tell you if it's the Strike Force event. You don't have to just hang around on the planet. People do know, the problem is they're still not showing up. I spent a great deal of time babysitting it over the past few days and nada.
