Well it's Masakado of the Tower Arcana and requires you to complete (or close to completion) of Elizabeth's fusion requests. Masakado isn't exactly Yoshitsune but he is very close with Myriad Arrows and a tonne of Pierce strengthening passives.

P4. So I found a guide to make an invincible Yoshitsune, and it doesn't seem to work. It said to fuse taowu, orthus, and belphegor to make a uriel, which is then used to make the hikotonusi I need. However, that tri-fusion doesn't give me uriel; it gives me thor. I don't know if that guide was just for persona 4, and golden has different fusion ... So my Yoshitsune build will mainly be used for a normal comfy NG+ playtrough which means that it has to be good against bosses and most importantly… I am having a problem in making Yoshitsune since I only have 3 of the Personas which are (Hermit) Hitokotonusi and (Fool) Shiki-Ouji and (Emperor) Oukuninushi. The problem is I do not know how to get (Hierophant) Hachiman and (Tower) Masakado. If someone can tell me the Personas I need to fuse those 2 I would be very appreciated.Best personas for this battle are Trumpeter for his debilitate and Yoshitsune for his Hassou Tobi. I also built a non attack persona (healer) with good defense and gave it the 3 Auto's and had it set as my start persona Boss battles (in effect an automatic heat riser for the entire team at start of battle). Skill cards is easier since most of the personas with absorb abilities are unrelated to Yos***sune's recipe. The cards are pretty easy to get considering they only require you to max the Judgment and Empress social links. The cards are available from: Elec- Lucifer. Ice- Isis. Fire- Hell Biker.
