My transcoder default throttle buffer is set to 10 minutes. Usually when something needs to be transcoded (and is a high bitrate), the CPU will be at 100% use. If anyone tries to stream anything during this time (sometimes even direct streams), it'll buffer quite a bit.
You can set the transcoder default throttle buffer lower in Plex under Settings > Transcoder > advanced and Plex will clean up the unused chunks as it goes. You will hit the iGPU harder and more often, but assuming you have a late gen Intel CPU it will be fine. The recommendation is to have this in 600, but that would hammer your cpu in order to get these buffer files ready, but great to prevent your users to face any stuttering. No, lol, it's just the transcode buffer. It will transcode up to 600 seconds before it starts to throttle the transcoder. It plays the entire time. It basically transcodes 10 minutes before telling it to chill for a bit on that particular file. That way it can hardware transcode a third file beyond the first two that it is typically limited to.
