Further into the quest when you get to the commhub room, it may glitch again. The inhabitants are supposed to respond to your arrival. I think there could be an element of randomness about who responds and how. For me out of 4 tries, 1 worked. It seems that the only way to complete the quest is if Captain Wes confronts you directly.
