Assuming this is comparable to most of the other city builders like Ant Legion, Puzzles & Survival, etc. the level 31 reward is always a trap. You'd have to spend more than you'd get back. Massive whales grind these games for months and still don't make it to level 31 (or even 30, if it goes pending a level early).
