just saving this because I also have no clue and would love to know. Player Scavs spawn independently of PMCs. What i believe is that there are 7-12 PMC that spawns at the beginning of the game with 0 scavs. Scavs always spawn some minutes into the game.

Im bots, in the config file look for assault ( should have something above about usec, and assault group). If you dont have assault after assault group you can add that line. Its % of scavs that will spawn as pmcs. The usec line says hoe many are usec. So usec 50 means 50% usec rest of them bear.
