The khajiit caravan is showing up but not setting up. By this, I mean the merchant is there, I can speak to her and buy things, but the tents arent showing up. I need the tents to access the chest outside the mine so I can max my enchanting, but no tents means no enchant. The caravan tents in other cities work fine, its specifically dawnstar ... 0. What you have to do is go to the entrance of Dawnstar, wait 48 hours, and talk to the cat lady and ask her what she has for sale. Then go back to the chest, get your stuff, wait another 48 hours and talk to her again, etc. The chest is her shop chest, its supposed to be hidden underground but its glitched. I hope I helped.

Once you empty it for the first time, it won't get new stuff until you look at the inventory of the Khajit merchant who shows up just outside of Dawnstar every so often.
