Lost sector drop rate is ~25%. So The odds of 46 dry runs in a row is ~1/560,000. So technically not impossible, but either it's somehow bugged, has some sort of hidden lockout mechanic, or you're full of shit. But knowing bungie I'd give you benefit of the doubt.
