If you're doing a mixed build where spread isn't your primary ammo, then having ballistics at 2 is good enough. Elem pierce builds have already been viable and afaik stronger than raw builds on certain match-ups since event before any TU. You can check out angbata11's older build videos on YouTube. Not totally sure but the megathread may also contain TU3 builds.
Rapid fire Spread 2 does the same damage as a single shot of spread 3, but it takes longer to shoot, so that's why people would just say single fire magna lbg. If you must use RF S2, I suppose jyura is the best option. Also, Zinogre shines in shooting slicing and single fire N3, with N2 being back up, generally, if I'm not mistaken.
Using hailstorm and building for pierce is an odd choice. If you want to go pierce then stick to the malzeno/shagaru/narga lines for rapid fire pierce 2. The reason Malzeno's is superior is because of the way Chaotic Gore weapons work. No matter how much affinity you put on your build, you still have a chance of dealing negative crits until you clear the Frenzy - 20% in the case of the LBG. That means until you clear the Frenzy, 20% of your hits of your hits will only deal 3/4 normal damage ...
