useing a scuff pad to sand the primer isn't enough. so yes you need to use 400 grit to sand it before painting. that's why the paint will chip so easily. basically it's not bonding to the primer, and even if you seal it, it still needs to be sanded with 400 grit or better not just a scuff pad.
