The bolt at the high speed end goes though a hole so that end cannot really be adjusted. The bolt at the low speed end goes through a slot so there is about 1/4" of adjustment on that end.

It far too long a procedure to do here. You DO NOT adjust the throttle cable to set idle speed or anything related to it. It is a throttle cable adjustment only, again, that is covered in the manual. Remove the s/plugs. Rig up a spark tester so that you can connect a timer light to #1 cylinder. Set the throttle to full throttle, full spark advance. Have the timer base pressing on that rubber stop.
