The vehicle won't start if the battery is under -22f/-30c. that is an important distinction since the battery in inside the vehicle, well insulated, etc. It takes a prolonged amount of time sitting out in very cold weather to fully cold soak the vehicle and get the battery internals below -22f.

I haven't looked in the wheel well of a WL, but your description sounds similar to the wheel wells in the prior generation WK2s, which have a felt/carpet like lining. I think it helps reduce road noise from the tires.
