The window power wiring goes from the breaker to the power window relay, which is normally closed whenever the ignition key is at ON, and from there to the switches.

One time you do get it down, spray some silicon spray onto a rag and give the rubbers a wipe and the top of the window, see if that makes a difference. I had same problem too, check all wiring and there's power to the windows, send back to the agent & found that the motor relay switch died. Replacement cost was S$240+.
