In ZBrush we do things differently: just mask the part(s) for which you want to make some clothing. As you can see in the example above I'm going make a top for the female model. Don't forget that you have different masking brushes, I specifically like to use a combinaiton of the 'lasso' brush and the regular "MaskPen" brush.
I've 63 Mil polygons project. I've been told to use ZRemesher but I've read that as the amount is so big I should use Decimation Master to reduce it first. However I've tried it without Decimation Master first but it crashed. Now after using different presets with Decimation Master my ZBrush seems to keep being stuck at "apply polygons 0,0%".

Other software may not have the exact same tools as Zbrush, but if you actually care, you WILL make the compromise to get your work done. If you wont make the compromise, you likely don't really care. Blender is a great option with tons of plugins available. Mudbox was abandoned by Autodesk, but is EXTREMELY affordable (something like $40).
Find the Zbrush.exe folder. You can do this by right clicking and opening properties on the desktop shortcut. (<C:\Program Files\Pixologic\ZBrush 2022> for me) Open the file location in explorer and right click the ZBrush.exe file. Select "Properties". Having to manually activate and deactivate every time I want to use zBrush in my down time on my Surface at my day job just sounds exhausting. And quite frankly a bit petty. Zbrush has an auto-retopology tool called Zremesher and a topology “brush” called Zmodeler. These can handle retopo work, but I personally find Zbrush’s box modeling tools to be extremely frustrating to use. It's helpful to think of Zbrush as a tool for sculpting and detailing, but not a full 3D suite.
